charged .30 for nothing?

Hello, I added $14 to my account. I tried creating 100 proxies and it told me I had to get membership. Nothing was created at this point, but still my account was charged .30 cents?

It tells me to add more then 1 proxy i need a member but charges me each time it gives me the error.
