Exactly what the title says... How do I create rotating residential IPV6 proxies..?

Is rotating residential even available? Also I'm new here.. What is the best software for generating rotating IPV6 proxies.. Ideally on Windows Server 2019, but if not, then Ubuntu or Debian, etc..

I'd like to be able to generate thousands of proxies and give customers a list of 100 IPs/Proxies that then rotate utilizing however many IPs are in the pool..

Hello, routers does not work properly. I would search for some alternative solution.
